On Universal Jurisdiction

A group in Germany last week petitioned the German government to begin criminal proceedings against Donald Rumsfeld for committing crimes against humanity. This is made possible by Germany's universal jurisdiction statute, which gives the Germans the ability to prosecute any war crime committed against anyone on Earth by anyone on Earth anywhere on Earth. No connection to Germany required. While I love the idea of Rummy getting some seriously accelerated Karmic payback, this isn't the way to do it.
